Caption: "Headquarters, Texas Prison System, where all "convicts" are checked in. The new administration building shown was inmate-constructed with inmate-manufactured materials. This "headquarters", where all prisoners are conditioned before distribution to one of the various units of the prison system, houses executive offices, Bureau of Records, educational units, hospital, and various shops where products of many descriptions are made by the prisoners."
